Mr. Perrins, however, said that it is

possible that the Advisory Committee will be

meeting in January, in which case it is desirable

that Sir M. Delevingne should be in possession

of all the facts, as although he himself will

certainly not raise the matter, it is quite

possible that some of the other members will.

It may therefore be necessary to telegraph to Hong

Kong; but before doing so we might perhaps try

Mr. McElderry who is now on leave in this country, and

who may be able to throw some light on the matter.

I attach a draft to him for consideration.
